Successful Completetion
Members agree to serve for a certain period of time AND to complete a minimum number of hours during that time period. Members who fulfill these requirements, serving satisfactorily, are exited from the program with a full education award.
Members are allowed to amend their member service agreement no later than three (3) days from their amended end date in order to exit as successfully completed, if the member, site supervisor, and program director all agree to the new end date. The member is eligible for the full value of the education award (if he/she performed satisfactorily and met the goals of his/her term of service).

Members are allowed to exit ICAP or any other Iowa AmeriCorps program when “they have successfully completed their term, because they must terminate their service early due to a compelling personal circumstance, or because they terminate their service early for cause” (AmeriCorps State Program Handbook 2013-14). In order for a member to exit successfully a member must meet certain AmeriCorps standards such as serving a minimum number of hours and completing all required trainings.
Iowa Campus Compact contracts a member’s service from an assigned start and end date as listed on the member’s Member Service Agreement. In order for the member to exit from ICAP they must demonstrate that they were serving throughout (from start to finish) their contracted term of service by serving or training on their first day (start date) of their term and the last day of their term (end date). Members whose exit date does not match their last day of service as listed on their IowaGrants timesheet may be liable for all or part of their education award.

Approval & Documentation
Members must complete the ICAP exit packet and submit it to the program within 20 days of their exit date. The supervisor must submit a final evaluation certifying that the member meets the requirements for a successful exit with a full award. All original paperwork must be in possession of Iowa Campus Compact.
Member End Date
Under no circumstances should members continue serving beyond their member service agreement period or the program’s grant agreement period. This is for the protection of both the member and the program. Members serving beyond their term will not be covered by a member service agreement (and are technically not members). Hours served outside of a fully executed member service agreement and/or grant agreement can be disallowed in case of audit, resulting in repayment of federal funds.
Release from Term of Service
The Member understands that he/she may be released for the term of service for the following two reasons:
a) For cause, as explained in the member service agreement.; or
b) Compelling circumstances as defined in the member service agreement.

Immediate Release
The Program will immediately release a Member for cause for the following reasons:
a) The Member has dropped out of the Program (failed to serve hours and complete time sheets) without obtaining a release for compelling circumstances from the appropriate Program official;
b) During the term of service the Member has been convicted of a violent felony, or the sale or distribution of a controlled substance;
c) The Member has a fourth incident violations outlined in this agreement; or
d) Any other behavior that, in the judgment of the Program Director, would undermine the effectiveness of the Program.

Release for Compelling Circumstance
The Program may release a Member from the term of service, due to compelling circumstances, if:
a) The Member has a serious injury or illness that makes completing the term impossible;
b) There is serious injury to, or illness or death of a member of the Member’s immediate family, and the Member is needed to care for, or take over the duties of that family member;
c) The Member is drafted by the Armed Services of the United States; or
d) Another circumstance occurs which the Program Director deems to be compelling, that makes it impossible or very difficult for the Member to complete the term of service if the member contacts their Campus Supervisor or Program Director as quickly as possible regarding the issue involved.
A member may request release from the term of service due to compelling circumstances by providing detailed, written communication of the circumstance to both the site supervisor and program director in a timely fashion.

Suspension of Service
The Program will suspend the Member’s term of service for the following reasons:
a) During the term of service the Member is charged with a violent felony, or the sale or distribution of a controlled substance. If the Member is found not guilty or the charge(s) is dismissed, the Member may resume his/her term of service. The Member, however, will not receive credit for any service hours missed during the suspension.
b) During the term of service the Member is convicted of a first offense of possession of a controlled substance. If the Member demonstrates he/she has enrolled in an approved drug rehabilitation program, the Member may resume his/her term of service. The reinstated Member will not receive credit for service hours missed during the suspension.
c) The Program may suspend the Member’s term of service for violating the Program’s Expectations of Behaviors as described in Section IV the member service agreement.
d) The Program may suspend the Member’s term of service in response to written notification of a compelling circumstance which indicates the member’s intent to return to service.

Release for Cause
If the Member discontinues his/her term of service for any reason other than being released for compelling circumstances as described herein, the Member will cease to receive the benefits described in Section II of the member service agreement.

However, if the Member has completed at least 15% of the required service hours, the Member will receive a prorated education award or interest payments described in Section II of the member service agreement.

Member notification of intent to exit early
A member will make the program aware of his or her intent to exit early if any of the following conditions are met.
1) The Member provides a written statement which indicates their intent to exit early.
2) The member does not comply or respond within 10 business days to the program’s initial written notification to exit the member for cause.
3) The member meets any of the criteria for immediate release listed in section VI of the Member Service Agreement.
